Separate sealed proposals for the Automated Speed Enforcement Project will be received by the City of Durango until 3:00 PM (Local Time) on July 30, 2025. The City of Durango, Colorado, invites all interested, qualified people or firms capable of providing the required services to submit proposals for the implementation of an Automated Vehicle Identification System (AVIS) that will provide automated speed enforcement services. The selected Respondent is expected to supply, install, implement, and ensure the continued performance of the hardware, software, and support services needed for the AVIS for the City of Durango, as more fully detailed in the Scope of Services section of this RFP.

REQUEST FOR PROPOSALS FOR DESIGN POTHOLING SERVICES
Phase 2D Pipeline Utility Potholing- La Plata Archuleta Water District
PURPOSE OF RFP
The La Plata Archuleta Water District (District) is requesting proposals from qualified Hydroexcavation firms to provide Utility Potholing services for the Phase 2D Pipeline as part of the engineering design. The potholing will consist of approximately 34 potholes of existing utilities, traffic control services, backfilling of potholes, and survey of the potholed utility.
The District intends to enter into an agreement with one qualified Hydro-excavation firm who, in the opinion of the District, can best meet the criteria as outlined in this Request for Proposals.
PROPOSED SCOPE OF SERVICES
The Design Potholing for Phase 2D Water Pipeline Project (The Project, Work) consists of approximately 34 Hydro-excavated potholes used for determining the physical location and depth of various existing utilities, field survey of the same utilities, backfilling potholes, and traffic control, The Project will be completed within CDOT Highway 172 rights-of-way (ROW).
The Project is located in La Plata County, north of Ignacio, starting on CR 311 from the intersection with Highway 172, running east to the intersection of CR 509A and Highway 172.
A set of drawings is provided showing the general location of each pothole, listed on a schedule that identifies the pothole number, sheet number, approximate stationing relative to the pipeline plans, and the utility to be potholed. The drawings and schedule can be obtained by emailing Edward Tolen at etolen@laplawd.org and requesting the same.
The following is a general overview of items that the District feels are necessary for this project, but it is not intended to be a full list of the services that the Contractor may deem necessary to complete the project.
The Contractor shall perform the following tasks:
1. Provide hydro-excavated pothole at each field identified location to identify the depth and physical location X, Y and Z coordinates of each potholed utility.
2. Perform necessary surveying to determine northing, easting and elevation of utility based on CDOT survey control standards. Provide a survey control document that meets CDOT survey control standards. Provide a final schedule/list of all discovered utilities and CDOT compliant coordinates.
3. Backfill all excavated potholes.
4. Provide traffic control for all potholing. Provide a traffic control plan to be submitted to CDOT.
5. Contractor is aware that they are dealing with a variety of utilities, including high pressure gas lines, and will perform all due diligence with respect to safety and preservation of these utilities. Contractor must coordinate potholing of the Xcel High
Pressure Gas pipeline with Xcel’s High Pressure Gas Pipeline Group.
PROPOSAL REQUIREMENTS
Contractor shall provide a narrative describing their project approach and develop a list of tasks and deliverables, including a description of those tasks and deliverables, with their associated number of hours and related costs. The project approach and tasks should not exceed 5 pages. The resumes of the primary parties involved in the project should be provided. Resumes should not exceed one page per person. Provide a description of at least three projects similar to this one that have been completed by the project team.
